1. We open hldsupdatetool.exe, click Next,I Agree, choose as destination folder C:\HLDS, Next, Next,now choose the region from where you are and then click Next, Next, Finish.

2. Now we open the Command Prompt so go to Star->Run and type cmd and then click OK. Once you opened the command promp type:
cd C:\HLDS

3. Now we can download some of the files for the server so type :
hldsupdatetool.exe -command update -game valve -dir .
With this command we download hlds, hltv and valve game engine. once we have finished it will apear in command prompt the text: HLDS installation up to date.

4. Next we have to install Counter Strike mod so like before we type in command prompt the line
hldsupdatetool.exe -command update -game cstrike -dir .
This could take from several minutes to several hours and at the finish the same text will appear: HLDS installation up to date.

5. The next step is to patch the server so nonsteam clients can have access and enter your server. You must extract the filles from: hldsw32-emporio.rar into C:\HLDS. Next extract hldsw32.patch.3382.zip in the same directory C:\HLDS.

6. You are doing great!Next you go to C:\HLDS\cstrike and you open the file server.cfg with notepad,delete all and copy-paste in the file the next text :

7. Excelent work!OK you now need to install amxmodx so open amxmodx-installer-1.8.1.exe by double click on it and then Next, I accept.., Next, Install, Finnish, Next, I accept..., Next, Select mod directory, Next, now you select as mod directory the path C:\HLDS\cstrike, OK, at custom game addons choose counter-strike, OK and finish.

8. We extract statsme.zip into C:\HLDS\cstrike\addons. Now we go to C:\HLDS\cstrike\addons\metamod and open plugins.ini with notepad. Here we must add the next line under the existing ones: win32 addons\statsme\dlls\statsme_mm.dll Next we go to C:\HLDS\cstrike\addons\statsme and open statsme.cfg with notepad.At sm_menupassword we modify neom with another password. When we enter the server we can modify settings from statsme.cfg by writing in the game console statsme_menu password (in our case neom is the password).

9. Now we wanth to make ourselves admins so we go to C:\HLDS\cstrike\addons\amxmodx\configs , we open the file named users.ini, copy-paste the line "My Name" "my_password" "abcdefghijklmnopqrstu" "a" beneath "loopback" "" "abcdefghijklmnopqrstu" "de" and we modify as in this example:"Tony" "cool" "abcdefghijklmnopqrstu" "a". To become admin simply write setnifo _pw cool, press Enter then connect to the server. Attention! Between setinfo and _pw has to be a space or the command will not work.

10. The server is complete so now I will show you how to increase your server performances.
First we have to create a new folder in C:/HLDS/cstrike/addons whitch we name it boosterlite and extract booster_lite_mm.rar in this folder, then go to C:\HLDS\cstrike\addons\metamod open plugins.ini and write this line: win32 addons/boosterlite/booster_lite_mm.dll After that we open server.cfg (from C:\HLDS\cstrike) and at the bottom we add these lines: sys_tickrate 1000 fps_max "999" booster_lite_mode 0
OK so now we learn how to open the server, in C:\HLDS double click on hlds.exe, a window will apear with these options:

-Game: CounterStrike
-Server Name: For example Neom CS 1.6 Server
-Map: any map Ex: de_dust2
-Network: Internet
-Max. Players: Ex: 20
-UDP Port: default 27015
-Secure (Valve Anti-Cheat): Has to be deselected from the box

Before you click the Start Server button we have to open Task Manager by pressing Ctrl+Alt+Delete, we go to Processes, right click on hlds.exe and Set Priority to Realtime. This operation is required for the server to run smooth.
Now push the Start Server button call some friends and enjoy the game.
